I wish to bring your kind consideration that, in continuation of my previous mails regarding the National Conference on “Redefining Libraries in Electronic Age (RLEA-2013)”, which is scheduled on 29th & 30th November, 2013 to be held at Visvesvaraya Technological University (VTU), Belgaum.
The last date is extended for submission of Paper on or before 30th October 2013.
I am happy to inform you that, Visvesvaraya Technological University (VTU) is organising a National Conference on “Redefining Libraries in Electronic Age (RLEA-2013)”, in the month of November, 2013. At VTU Campus, Belgaum.
The role of Library and Information Centers in the present era is ever changing and the traditional services have taken a new shape in the light of developments in Information and Communication Technologies [ICTs]. Physical locations for ease of access to Library resources no longer an issue. Now Libraries are facilitating their users with 24 x 7 access using Internet Technology. Today physical use of libraries is declining drastically and most of the Librarians are expressing their concern over this development and are feeling insecure due to fall of user attendance in Libraries. This need not be the concern of Librarians. Today the users are techno-savvy and access more information than the earlier users. The libraries used to supply limited reference resources to their users earlier, but today’s users will get multiple resources on their fingertips. Hence the concern for Librarians of these days should be to redefine the role of Libraries in reaching out the right information to the right user at a right time.

Submit unpublished and original papers in MS-Word .doc or .docx format using Double Space and Times new Roman 12 font size
Paper should have Title, Author/s name, Affiliation with complete address and E-mail address of authors, Abstract maximum of one paragraph and list of main Keywords.
References need to be as per APA (American Psychological Association) reference/citation Style guide
Tables or figures need to be incorporated in the text at appropriate places and numbered serially
Size of the paper (A4 size) between 4 and 8 pages

he Supreme Court has held that retirement age and pay scale fixed by University Grants Commission(UGC) for professors are not binding for universities run by the states.
A bench headed by Chief Justice Altamas Kabir(since retired) held that there would be no automatic application of UGC recommendations for state universities and it is for a state government to take a decision.
"There is no ambiguity that the final decision to enhance the age of superannuation of teachers within a particular state would be that of the state itself. The right of the Commission to frame regulations having the force of law is admitted. However, the state governments are also entitled to legislate with matters relating to education," it said.
The court passed the judgement on a bunch of petitions filed by different states and teachers from different universities on the issue of implementation of UGC guidelines and whether certain regulations framed by it had a binding effect on educational institutions being run by different states and even under state enactments.
"In our view, there can be no automatic application of the recommendations made by the Commission, without any conscious decision being taken by the state in this regard, on account of the financial implications and other consequences attached to such a decision," the apex court said.

NEW DELHI: The All India Council for Technical Education (AICTE) has been asked by the Delhi High Court to probe into an allegation that various engineering colleges are conducting unapproved courses.
Disposing of a plea for direction to colleges to stop unapproved courses, a bench of Acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw asked AICTE, the regulatory body for technical education, to carry out a thorough probe and apprise it of its findings within four months.

The UGC has to fill up the post of Director, INFLIBNET Centre, Ahmedabad an InterUniversity Centre of UGC on a fixed salary of Rs.75,000/- along with a Special Allowance of Rs.5000/- per month plus allowances and other benefits as per the terms and conditions for the post of Vice-Chancellors issued by the Commission. The Director of the INFLIBNET is an executive authority of the Centre. The term of appointment will be for a period of five years or till he/she attains the age of sixty-five years,

The Handle System, developed by Corporation for National Research Initiatives, is an infrastructure on which applications serving many different purposes have been built. Digital Object Architecture provides a means of managing digital information in a network environment. A digital object has a machine and platform independent structure that allows it to be identified, accessed and protected, as appropriate. A digital object may incorporate not only informational elements, i.e., a digitized version of a paper, movie or sound recording, but also the unique identifier of the digital object and other metadata about the digital object. BASANT KUMAR MOHANTY New Delhi, June 11: A controversial UGC decision that virtually made thousands of PhD holders ineligible for appointment as college or university teachers unless they had cleared the National Eligibility Test is most likely to be withdrawn.
A source said the University Grants Commission (UGC) would meet next week to reconsider that decision, which exempted only those who had obtained their doctorates under tough quality standards similar to those implemented in July 2009.
The MPhil and PhD regulations the commission put in place in 2009 said persons aspiring for teaching jobs in universities and colleges would have to clear the National Eligibility Test (NET) or the State-Level Eligibility Test (SLET).
However, those who had done their doctorates under guidelines similar to the new PhD regulations or those already employed did not need to clear the tests...............

In his valedictory address, K Siddappa, former vice-chancellor of Bangalore University said the trends in the technical subjects like the Webometrics, Informetrics and Scientometrics changes faster than ever in the contemporary world. Earlier, the knowledge updating in any of the subjects required years. The doubling of the concepts and new knowledge in any subject needed about 2-3 years. Now, the scenario is changed.
The knowledge in any subject gets doubled within a year or six months. There was need to keep the students and teachers updated with the latest knowledge with conferences like these, he opined. Prof Hildrun Kretschmer, Honorary professor of Henan Normal University, Xinxiang, China, who is also the chair for the 11th COLLNET meeting said she was impressed with the Mysore conference. There was lot of exchange of new ideas, she said.
