Upgrading the quality of education is the first and most obvious requirement to bring about development in the educational sector. The most conventional ideas as to how this quality should be achieved include enrichment of curricula, better faculty, maintenance of a balanced teacher-student ratio, and establishment of well-equipped laboratories. Surprisingly, however, the need to have better libraries is seldom mentioned, which clearly reflects the decline evident in our teaching methods and the manner in which our students study. It is no hidden fact that the lecture-textbook method leads to passive, receptive attitude on the part of the students, an attitude that is not conducive to the development of aggressive and lasting habits of reading.
