A university can be created by an Act of Legislature


Grants Commission by advertising Vedanta University without being authorised by the law.

According to the UGC Act, 1956, a University can be created by promulgation of an Act of Legislature and pursuant mandatory declarations. Section 23 of the Act provides, ``No institution, whether a corporate body or not, other than a University established or incorporated by a Central Act, Provincial Act or a State Act shall be entitled to have the word University associated with its name.” The Vendant University Act was passed in the State Assembly on July 30. But, in gross disregard to set laws, the promoters came out with an advertisement in newspapers on July 29 publicising the project as Vedanta University. This when there was no Act in operation.

Rath has called for initiation of penal action against the promoters as stiplated in the UGC Act.
